Seán Armstrong is Head of Unit for the Climate & Construction Innovation unit within the Department of Housing, Local Government and Heritage. This unit leads and develops policy related to climate action, construction industry regulation, modern methods of construction, residential construction cost reduction, the transposition of the Energy Performance of Buildings Directive (EPBD) and Nearly Zero Energy Buildings (NZEB). The unit is also responsible for placing the Construction Industry Register Ireland (CIRI) on a statutory footing and for registration of construction professionals. He is a Chartered Engineer and has extensive experience in the construction sector and building energy policy.
