Imelda Mannion is an independent strategic advisor and non-executive director with over 24 years’ international experience in infrastructure leadership, investment, and delivery. Her career spans some of the world’s most complex infrastructure programmes, including executive responsibility as Global Vice President of Program Management at Jacobs Solutions, where she led a $1.3 trillion global portfolio of major programmes across transport, utilities, urban development, and economic infrastructure.
Imelda has worked extensively with governments, investors, and industry leaders across Europe, the Middle East, North America, and Asia to design governance models, align public and private priorities, and deliver infrastructure-led economic and social progress. She has advised on giga-city developments, national utilities, sovereign investment programmes, and long-term public-private partnerships – often in contexts where delivery outcomes were tied to national growth, resilience, or reform ambitions.
Since returning to Ireland, she has focused on bringing global insight to national challenges, particularly in housing, infrastructure coordination, and enabling systems reform. She is currently an external member of the Government’s Accelerating Infrastructure Taskforce and advises leading private sector partners on housing infrastructure strategy, investment models, and national policy positioning.
