Emer Uí Fhátharta

City Planning Officer, Dublin City Council (DCC)

mer Uí Fhátharta is the Acting City Planner, Head of Development Management and Land Use Policy Planning with Dublin City Council. She has over 24 years planning experience, and has worked in 7 local authorities across Ireland over the course of her career. 

In her current role, Emer works closely with the Chief Executive, Elected Members and external agencies in the management and delivery of strategic planning for the City, through the City Development Plan, Local Area Plans and Strategic Development Zones, working to implement Dublin City Council’s vision for a thriving city for all.

Emer is currently leading out on the formulation and delivery of a Planning and Development Act 2024 Training Strategy for the Local Government sector, and is also leading the implementation of this Act and the National Planning Framework within Dublin City Council. She is a member of a number of other national implementation groups in the sector and is a member of the Irish Planning Institute.
